JOB SUMMARY

Direct and coordinate functions and activities of hospital clinical operations department.  Consult with and advise the Hospital Chief Executive Officer on the general operation of the Hospital.  Assume administrative responsibility for the Hospital in the absence of the CEO.

ESSENTIAL FUNCTIONS                    

  • Complete assignments from the CEO relating to the Hospital’s clinical operations.
  • Provide direction related to the care provided to adult or geriatric patients, ages 18 years and over.
  • Ensure hospital is adequately staffed with qualified workers and be involved in the selection, interviewing, hiring, orientation and the development of clinical department managers.
  • Provide overall direction and assist clinical department managers, as necessary, to ensure that clinical operations are provided in accordance with standards established by the Hospital and outside regulatory and licensing agencies.
  • Establish and monitor department budget to meet hospital financial objectives.
  • Plan, organize, direct and control clinical resources to achieve the provision of quality patient care.
  • Provide education and interpret hospital policies, objectives, and operational procedures to the clinical department managers and others.
  • With input from Hospital Administration and department managers, prepare the Organizational Plan for the Provision of Patient Care and the annual evaluation.
  • With assistance from clinical department managers, investigate and resolve complaints received from physicians, patients, families and staff.
  • Formulate and monitor master staffing plan for clinical departments.
  • Ensure HPPD standard is met by clinical departments.
  • Ensure FTE standard is met by clinical departments.
  • Develops critical financial management skills for hospital success.
  • Promotes national quality initiatives including patient safety.
  • Utilizes contracted clinical services appropriately and ensures they comply with the clinical quality objectives and meets the needs of the facility.
  • Provide leadership to help resolve problems concerning items such as staffing and the utilization of hospital facilities, equipment and supplies.
  • Responsible for ensuring hospital clinical policies areaccurate, and meet established criteria by reviewing and approval all clinical policies and procedures and initiate development, implementation and review {every three years} of policies and procedures.
  • Assist in the preparation of the Hospital Education Plan to ensure clinical staff competency.
  • Assist in administration and coordination of hospital activities.
  • Recommend changes in administrative policies to carry out the objectives of the Hospital.
  • Work with the medical staff to ensure proper medical/technical operation of clinical operations departments; attend all medical staff committee meetings related to specific areas of responsibility; and attend medical staff meetings as required.
  • Direct/assist with in-services to provide management development of clinical department managers
  • Assist clinical department managers in the preparation and review of their job descriptions and performance standards.
  • Ensure all clinical staff have timely and documented performance appraisals for their introductory employment period and annual evaluations.Meet hospital targets for completion of employee performance reviews
  • Provide leadership to assist clinical department managers in resolving departmental personnel issues.
  • When necessary, counsel, discipline and/or discharge clinical department managers/nursing staff.
  • Assist CEO, with input from department managers, in preparing and monitoring annual budget for clinical departments.
  • Serve as member of the Hospital Executive Committee and other administrative committees as designated.
  • Serve as Ex-Officio member of the Hospital Governing Board.
  • Establish and maintain Standards of Nursing Care and Practice within the Hospital and in accordance with regulatory requirements and TJC/DNV/CMS standards.
  • Assess the quality of care rendered by clinical personnel and successfully use results for patient care performance improvement.
  • Ensure implementation of improved methods of patient care.
  • Develop and maintain clinical and administrative records and reports as required.
  • Verify and maintain current nurses’ credentials and maintain a system which indicates qualifications, experience and accomplishments and competency of each member of the Nursing Department.
  • Promote and maintain harmonious and effective relationships and communications within the Nursing Department and between other departments.
  • Collaborate with the Medical Director and/or the Chief of Staff regarding clinical aspects of patient care.
  • Develops effective medical staff relationships in support of the organization’s mission, vision and strategic plan.
  • Explores opportunities for the growth and development of the organization on a continuous basis.
  • Represent clinical services on various hospital and medical staff committees; participate in decision-making with Administrator/CEO and Governing Board through attendance at meetings and/or written communication.
  • Provide guidance, development and counsel to nursing staff.
  • Conduct regular conferences with clinical department managers and nursing staff.
  • Coordinate information for regulatory agency reviews.
  • Develop short-term and long-term goals and objectives in consultation with Administration that are consistent with the Hospital’s philosophy.
  • Keep administration informed of clinical activities, needs and problems.
  • Participates in employee satisfaction measurement and improvement techniques.
  • Participate with leaders from the Governing Board, Acuity Healthcare Leadership team, medical staff, and clinical areas in developing the Hospital’s mission, vision, strategic plans, budgets, resource allocation, operational plans and polices.
  • Review occurrence reports and assure appropriate response.Report findings to Quality Director.
  • Investigate irregularities, complaints and policy violations within the clinical departments and take corrective action.
  • Consult with pharmacists, P&T and medical staff concerning control and administration of medications and ensure that Nursing Department personnel are made knowledgeable and kept current on drug details.
  • Stay abreast and be receptive to new clinical best practices by investigating new nursing techniques, practices, equipment and products.
  • Inspect all Nursing Department areas on a regular basis.
  • Serve as a consultant to other departments and Acuity Healthcare as requested.
  • Ensure patient satisfaction surveys are conducted and results meet requirements.
  • Develop staffing acuity system.
  • Review work schedules, assignments, patient acuity and nurses’ reports daily to assess the appropriate number and level of personnel needed to provide quality care.
  • Participate in the weekly patient care conference as needed.
  • Ensure proper and economical use of equipment, supplies and facilities for maintaining patient care.
  • Maintain personal professional growth and development.Actively participate in continuing education programs for self-development.
  • Responsible for developing, implementing and evaluating programs to promote the development and continuing education of nursing staff members.
  • Participate in decision-making process for allocation of space and other resources in the clinical departments.
  • Participate in the hospital admissions process to coordinate patient requirements for nursing care with available resources.
  • Adhere to all components of the Hospital Compliance Plan in performing job duties and repot any violations or suspected violations of the Plan to the Compliance Officer.
  • Perform other duties as assigned or delegated by the CEO.
  • Develop an understanding of responsibilities for participation in Performance Improvement activities.
  • Develop an understanding of responsibilities for recognizing abuse and follow policy for making appropriate referrals/interventions.

MANDATORY QUALIFICATIONS (SKILLS, EXPERIENCE, EDUCATION)

Bachelor of Science degree from an accredited college or university   Current licensure as a RN in the State of Texas and certified by the State Board of Nursing A  master’s degree (or working toward) and three years combined clinical and progressive management experience in nursing.     Able to work in a high stress environment   Able to speak, read and write English
